NOTICE OF REFERENDUMCITY OF MILTONNovember 4, 2014
NOTICE IS HEREBY GIVEN that at an election to be held in the City of Milton, Rock County, Wisconsin on November 4, 2014, the following proposed amendment to the City of Milton Charter Ordinance will be submitted to a vote of the people:
Under a charter ordinance enacted in 1996 and amended in 2003, the title of the position of the Milton City Administrator is “city administrator / finance director." In the interests of efficiency and a coordinated focus on the City’s fiscal management, the duties of the finance director, consistent with state statute and prior amendment of the charter ordinances, have been assigned to the office of the City Treasurer.
Currently, the charter ordinances do not reflect current practice in that there is no provision delegating the direction and coordinating of economic development activities and administration of city contracts to the office of the city administrator. The Milton Common Council proposes the referendum question to determine whether to revise the city administrator duties in the charter ordinance, which can be amended only following referendum. Passage or defeat of the referendum will not create or eliminate any employee positions.
The question will appear on the ballot as follows:
“Shall the City of Milton amend Charter Ordinance Article III Division 2 to change the title of city administrator / finance director to city administrator and amend Charter Ordinance Section 3-30 to include, as additional duties of the city administrator, “directs and/or coordinates economic development activities for the City of Milton,” and “reviews and ensures proper administration of all city contracts”?

EXPLANATION
A “yes” vote will change the title of the city administrator in the charter ordinance from city administrator / finance director to city administrator and adds as additional duties of the city administrator, directing and coordinating economic development activities for the city and reviewing and ensuring proper administration of city contracts.
